SUMMARY:UNRWA-Part of the Problem or the Solution? with David Bedein
DESCRIPTION:To watch the recording of this event\, please click here. \nThe United nations Relief and works Agency for Palestine Refugees in the Near East (UNRWA)\, created nearly 65 years ago\, is one of the largest programs of the United Nations. Unfortunately\, it appears that the work of UNRWA has become highly politicized during the past few decades; UNRWA contributes to the spread of anti-Israel propaganda and hate among Palestinians. There are UNRWA-controlled schools and summer camps where Palestinian children receive military training\, are taught to praise suicide bombers\, and learn the value of “jihad.” UNRWA camps in countries including Lebanon\, Syria\, Jordan\, and the West Bank and Gaza have served as recruitment ground for new terrorists as well. Yet the Agency has taken very few steps\, if any at all\, to end the spread of hate and even prevent members of terrorist organizations from joining its staff. EMET is proud to bring David Bedein\, Bureau of Chief of the Israel Resource News Agency\, to shed light on this very important issue\, and expose what really goes on in UNRWA facilities. David Bedein\, who grew up on Philadelphia and moved to Israel in 1970 at the age of 20\, is an MSW community organizer by profession and an experienced investigative journalist. In 1987 he established the Israel Resource News Agency\, with offices at the Beit Agron Int’l Press Center in Jerusalem\, where he also serves as Director of the Center for Near East Policy Research. In 1991\, Bedein was the special CNN Middle East radio correspondent. Since 2001\, Bedein has contributed features to the newspaper Makor Rishon. In 2006\, Bedein became the foreign correspondent for the Philadelphia Bulletin\, writing 1\,062 articles until the newspaper ceased operation in 2010 He is the author of “Where Has ALl The Flour Gone: The Whims And Waste Of UNRWA Arab Refugee Policy\,” and the director and producer of the movie\, “Palestinian Refugee Policy: From Despair to Hope.”

SUMMARY:Politicizing Education: Title VI of the Higher Education Act
DESCRIPTION:The original legislative intent of Title VI of the Higher Education Act (HEA) was to establish foreign language and area studies programs at our college campuses in order to develop graduates with the expertise to meet the national security needs of our nation. Unfortunately Title VI has been turned on its head; and instead the funds allocated for it are used to advance highly politicized educational programs at universities across the country.  A significant number of Title VI National Resource Centers feature professors that are apologetic for radical Islam and terrorism\, and promote an anti-American and anti-Israel agenda.  In 2003\, the U.S. House of Representatives conducted a hearing to “examine questions of bias in international and foreign language programs.” The HEA was reauthorized as the Higher Education Opportunity Act (HEOA) in 2008\, with several amendments to Title VI\, including that activities funded by Title VI grants “will reflect diverse perspectives and a wide range of views\,” but the new law neglected to include measures for oversight\, grievance procedures\, and accountability. \nTitle VI enables professors particularly belonging to Middle East Centers at universities across the country\, including many Ivy League schools\, to promote their personal agendas while excluding scholars with other perspectives and stifling academic debate. These centers are also required to conduct “public outreach\,” directed to students on campuses and the general public\, including training K-12 teachers on the Middle East.  A variety of Saudi-funded foundations have directed millions of dollars to the centers as well as created the curricula used for K-12 education.  Under Title VI\, our U.S. tax payer dollars are providing our children\, teenagers\, and young adults with education that promotes Islam\, frowns on Judaism and Christianity\, and in many cases\, is anti-American and anti-Semitic. \nCampuses across the U.S. have recently witnessed “Israeli Apartheid Week\,” a series of events that seek to delegitimize Israel and disseminate lies about the State\, such as by making the absurd comparison between a vibrant democracy that has to protect its civilian population from being blown up by terrorists and a society based on racial discrimination and prejudice.  Events of Israeli Apartheid Week also aim to support the BDS (Boycott\, Divestment and Sanctions) movement – supported by some professors at the federally funded Middle Eastern Studies Center—and often containing anti-Semitic messages. \n  \nFeaturing: \nSarah Stern is the founder and president of EMET\, a pro-Israel and pro-American think tank in Washington\, DC.  Sarah’s work resulted in the establishment in the Department of Justice the Office for Victims of Overseas Terrorism to ensure equal justice under the law for American victims of Palestinian terrorism\, the passage of the Syrian Accountability Act\, the passage of a resolution in defense of Israel’s right to build a security fence\, and the passage of the HEOA in 2008\, calling for a more balanced curriculum in Middle Eastern Studies Departments throughout America. She regularly appears in radio and TV media.  Sarah has written numerous articles published in several journals including The New Republic\, Israel Today\, Frontpage Magazine\, Breitbart\, American Thinker\, In Focus\, The Jerusalem Post and is the author of Saudi Arabia and the Global Islamic Terrorist Network ​and the novel\, “Cherished Illusions.” \nStanley Kurtz is a Senior Fellow at the Ethics and Public Policy Center. Kurtz has helped lead the campaign to reform federal subsidies to academic programs of “area studies” under Title VI of the Higher Education Act\, and testified before the House of Representatives on the issue in 2003.  Kurtz is a contributing editor to National Review Online\, and published two influential books on President Obama’s political history and policy agenda: Radical-in-Chief: Barack Obama and the Untold Story of American Socialism (Threshold) and Spreading the Wealth: How Obama is Robbing the Suburbs to Pay for the Cities (Sentinel).  Kurtz received his undergraduate degree from Haverford College and his Ph.D. in social anthropology from Harvard University. He later taught at Harvard\, winning several teaching awards for his work in a Great Books Program. He was also Dewey Prize Lecturer in Psychology at the University of Chicago. \nKenneth L. Marcus is President and General Counsel of the Louis D. Brandeis Center for Human Rights Under Law and author of the award-winning Jewish Identity and Civil Rights in America (New York: Cambridge University Press: 2010).  Marcus founded the Brandeis Center in 2011 to combat the resurgence of anti-Semitism in American higher education. During his public service career\, Marcus served as Staff Director at the United States Commission on Civil Rights and was delegated the authority of Assistant Secretary of Education for Civil Rights and Assistant Secretary of Housing and Urban Development for Fair Housing and Equal Opportunity.  For his work in government\, Marcus was named the first recipient of the Justice and Ethics Award for Outstanding Work in the Field of Civil Rights.  Before entering public service\, Mr. Marcus was a litigation partner in two major law firms\, where he conducted complex commercial and constitutional litigation. \nWinfield Myers is Director of Academic Affairs for the Middle East Forum (MEF). Before joining MEF\, he was managing editor of The American Enterprise magazine\, a publication of the American Enterprise Institute in Washington\, D.C. The co-founder and former CEO of Democracy Project\, Inc.\, he earlier served as senior editor and communications director at the Intercollegiate Studies Institute. He has longstanding interests in higher education\, American politics and culture\, and foreign policy. Principal author and editor of a college guide\, Choosing the Right College\, with an introduction by William Bennett (Eerdmans\, 1998; 2001)\, Myers is also founding editor of the ISI Study Guides to the Liberal Arts. He was formerly senior editor of the Intercollegiate Review and Campus Magazine and is author of a widely distributed pamphlet\, “Asking the Right Questions in Choosing a College.”  Myers’s writings have appeared in the Wall Street Journal\, National Review Online\, the Weekly Standard\, and the Washington Times\, among other publications.

SUMMARY:The Global Reach of Hezbollah
DESCRIPTION:Even while much of the world’s attention has been focused on the threat posed by Iran’s efforts to develop nuclear weapons\, Iran’s earliest\, and most successful efforts to target its western enemies has been primarily through the use of its chief proxy Hezbollah. While Hezbollah routinely makes news due to its involvement in the Syrian civil war and the threat its Lebanese-based missile arsenal poses to Israel\, Hezbollah was formed to serve as a terrorist action arm of Iran’s global Islamic revolution\, prior to the September 11th attacks\, was responsible for the greatest loss of American life due to terrorism. EMET is pleased to bring counterterrorism expert Matthew Levitt to discuss the global reach and threat posed by Hezbollah\, “The Party of God.” \nFeatured Speaker: \nMatthew Levitt is the Fromer-Wexler fellow and director of The Washington Institute’s Stein Program on Counterterrorism and Intelligence. From 2005 to early 2007\, he served as deputy assistant secretary for intelligence and analysis at the U.S. Department of the Treasury. In that capacity\, he served both as a senior official within the department’s terrorism and financial intelligence branch and as deputy chief of the Office of Intelligence and Analysis\, one of sixteen U.S. intelligence agencies coordinated under the Office of the Director of National Intelligence. During his tenure at Treasury\, Dr. Levitt played a central role in efforts to protect the U.S. financial system from abuse and to deny terrorists\, weapons proliferators\, and other rogue actors the ability to finance threats to U.S. national security. In 2008-2009\, he served as a State Department counterterrorism advisor to the special envoy for Middle East regional security (SEMERS)\, General James L. Jones.\nFrom 2001 to 2005\, Dr. Levitt served the Institute as founding director of its Terrorism Research Program (now renamed as above)\, which was established in the wake of the September 11 attacks. Previously\, he served as a counterterrorism intelligence analyst at the Federal Bureau of Investigation (FBI)\, where he provided tactical and strategic analytical support for counterterrorism operations\, focusing on fundraising and logistical support networks for Middle Eastern terrorist groups. During his FBI service\, Dr. Levitt participated as a team member in a number of crisis situations\, including the terrorist threat surrounding the turn of the millennium and the September 11 attacks. He has earned numerous awards and commendations for his government service at both the FBI and the Treasury Department.\nDr. Levitt holds a bachelor’s degree in political science from Yeshiva University\, as well as a master’s degree in law and diplomacy and a doctorate from Tufts University’s Fletcher School of Law and Diplomacy. He was a graduate research fellow at Harvard Law School’s Program on Negotiation and has taught at both Johns Hopkins University’s Paul H. Nitze School of Advanced International Studies and Zanvyl Krieger School of Arts and Sciences.\nDr. Levitt has served as an expert witness in several criminal and civil cases\, lectured on international terrorism on behalf of the Departments of State\, Justice\, Defense\, and Homeland Security\, consulted for various U.S. government agencies and private industry\, and testified before the Senate and House on matters relating to international terrorism. DESCRIPTION:With:  Dr. Mordechai Kedar and Dr. Walid Phares \nCivil war continues to rage in Syria\, with approximately 115\,000 people killed and another 2 million refugees forced to flee. On the one side is the Assad regime\, backed by the terrorist organization Hezbollah\, and Iranian forces\, especially the Islamic Revolutionary Guard Corps\, and supported by Russia.  The opposition\, on the other hand\, consists of a disparite collection of rebel groups\, including some secular forces but also large and growing numbers of jihadist groups\, including two Al Qaeda affiliates\, Al Qaeda in Iraq\, and Jabhat Al-Nusra\, and Muslim Brotherhood and other Islamist-associated groups and receives arms and funds from the Gulf States\, most especially Saudi Arabia and Qatar. \nThis combination of opponents has made formulating a coherent policy difficult for the United States. SUMMARY:Egypt's Downward Spiral in Economics\, Politics and Human Rights: What Can and Should the United States Do?
DESCRIPTION:The situation in Muslim Brotherhood-dominated Egypt continues to worsen.  Egypt has become an economic basket case\, with its hard currency reserves depleted\, its tourism industry largely defunct\, and its food supplies shrinking\, potentially threatening its entire population with starvation.  Meanwhile\, the increasingly totalitarian Egyptian Muslim Brotherhood government\, led by President Mohammed Morsi\, largely ignores these deep-seated problems to instead focus on violently cracking down on Egyptian political dissenters\, secular Muslims\, women\, and Coptic Christians\, prosecuting independent press figures and comedians for blasphemy against the government\, and demonizing Jews.  But none of this bad behavior has caused the United States to rethink its approach of providing an annual subsidy of 1.5 billion dollars in American aid\, about 80% of which is directed towards the Egyptian military.  Even when President Morsi repeatedly calls for the re lease of the Blind Sheikh\, a terrorist responsible for the 1993 bombing of the World Trade Center who is now in prison in the U.S.\, nothing seems to change. \nWhat can\, and should\, the U.S. do about Egypt?  On May 24th\, EMET will convene an expert panel to debate and answer this question.  Our panel will include: \nFeaturing: \nDavid Goldman: David Goldman is a noted demographer and author and an Associate Fellow at the Middle East Forum.  He joined PJ Media in August 2011 after nearly 10 years of essaying as the Pseudonymous “Spengler” at Asia Times Online and two years of editing and writing at First Things.  He’s the author of How Civilizations Die: (And Why Islam Is Dying Too).  Mr. Goldman’s career has been split between the financial and cultural worlds\, and gives him a unique perspective.  He has written extensively on cultural and religious matters\, and held senior jobs on Wall Street\, including as the global head of bond research at Bank of America.  David Goldman has been tracking the economic deterioration and financial mismanagement of Egypt in his writings for several years\, utilizing his experience as an economist and demographer.  This is his second appearance at an EMET seminar concerning Egypt; he previously discussed the economic problems facing the Egyptian regime. \nRaymond Stock: Raymond Stock is currently a Shillman-Ginsburg Fellow at Middle East Forum.  He is a former Visiting Assistant Professor of Arabic and Middle East Studies at Drew University (2010-11) and Guggenheim Fellow (2007)\, who lived in Cairo for 20 years (1990-2010).  He has a BA in Mass Media/Foreign Affairs from Grand Valley State University (1980)\, and an MA in Middle Eastern Studies from the University of Michigan (1983).  With a Ph.D. in Near Eastern Languages and Civilizations from the University of Pennsylvania (2008)\, he has published widely on the Middle East in such periodicals as The Financial Times\, International Herald Tribune\, and the Middle East Quarterly.  His translations from Arabic fiction have appeared in Harper’s Magazine\, London Magazine\, and other venues; he has further translated seven books by Egyptian Nobel laureate in literature Naguib Ma hfouz.  Professor Stock was denied entry and deported by the regime of former Egyptian President Hosni Mubarak on a return visit in December 2010\, apparently due to his 2009 article criticizing then-Culture Minister Farouk Hosni’s bid to head UNESCO in Foreign Policy Magazine.  This is his second appearance at an EMET seminar concerning Egypt; he previously discussed the Muslim Brotherhood’s recent efforts to develop a nuclear bomb.\nCynthia Farahat: Cynthia Farahat is a well-known civil rights activist from Egypt and an Associate Fellow at the Middle East Forum.  She was formerly the Advocacy Director for Coptic Solidarity.  She was the co-founder of the Masr el-Om Party\, later called the Liberal Egyptian Party (2003-2009)\, which was a secular\, liberal\, and democratic political party in Egypt.  From 2008-2009\, she was program coordinator and program officer at the Friedrich Naumann Foundation for Liberty in Cairo\, a multi-national free market think tank.  She has published in National Review\, Middle East Quarterly\, Middle East Media Research Institute (MEMRI) and in other publications in both English and Arabic.  In December 2011\, Ms. Farahat testified before the Tom Lantos Human Rights Commission in the US House of Representatives on the roots of the persecution of the Coptic Christian minority in Egypt.  In 2012\, Ms. Farahat was h onored by EMET with a Rays of Light award for her democratic and human rights activism in the Middle East.

DESCRIPTION:This was a follow up to the earlier (February 7) panel discussion on the Istanbul Process & the OIC.  The second panel was moderated by Adam Turner\, the Staff Counsel for EMET.  The panel itself featured Clare Lopez of the Center for Security Policy\, Sam Nunberg\, Director of the Legal Project at the Middle East Forum\, Ann Snyder of the Legal Project\, and Deborah Weiss of Vigilance\, Inc.  The panel discussed continuing efforts by the Organization of Islamic Cooperation (OIC) to push international legislation through the United Nations to condemn and eventually criminalize free speech that is critical of Islam and Islamist terrorism.  The OIC has\, for over a decade\, introduced speech-restrictive resolutions at the UN.  Last year\, the OIC introduced Resolution 16/18.  The Obama Administration has proven to be supportive of Resolution 16/18 and the Istanbul Process by which it is to be implemented.  In March of 2011\, Secretary Clinton praised the OIC efforts\, and encouraged the U.S. government to use “shaming” to suppress speech perceived as critical of Islam.  On July 15\, 2011 a summit meeting between Secretary of State Hillary Clinton and OIC Secretary General Ekmeleddin Ihsanoglu in Istanbul officially launched the “Istanbul Process”.  At that meeting\, Mrs. Clinton committed the United States to a partnership with the OIC for the purpose of implementing the legislative results required by 16/18.  From Dec. 12-14 of 2011\, Ms. Clinton hosted in Washington a second meeting “to discuss” with the OIC “how to implement resolution no. 16/18 on combating defamation of religions…” and that the aim of this and further meetings was “developing a legal basis” for domestic and international laws “preventing inciting hatred resulting from the continued defamation of religions.”  On December 3\, 2012\, the same day as this panel\, the US participated in the third round of the Istanbul Process at Canada House\, in London\, hosted by the UK and Canada \nThe members of this EMET panel continue to believe that US participation in this process undermines the First Amendment.\nThe event was well attended\, and among the crowd was famed talk show host Mark Levin.

DESCRIPTION:This seminar was jointly sponsored with the Center for Security Policy.  The briefing was given by Professor Raymond Stock\, a former Visiting Assistant Professor of Arabic and Middle East Studies at Drew University (2010-11)\, and Guggenheim Fellow (2007).  He lived in Cairo for 20 years (1990-2010). He was denied entry and deported by the regime of former President Hosni Mubarak on a return visit in December 2010\, apparently due to a critical column he wrote.  With a Ph.D. in Near Eastern Languages and Civilizations from the University of Pennsylvania (2008)\, Professor Stock has published widely on the Middle East in such periodicals as The Financial Times\, International Herald Tribune\, and the Middle East Quarterly.  His translations from Arabic fiction have appeared in Harper’s Magazine\, London Magazine\, and other venues.  He has further translated books by Egyptian Nobel laureate in literature Naguib Mahfouz (1911–2006)\, whose biography he is writing for Farrar\, Straus & Giroux in New York.  Professor Stock discussed: the rise of the Muslim Brotherhood in Egypt; the continuing development of an Egyptian nuclear bomb; and Egypt’s relationship with Iran. \nThis event was extremely well attended\, with a large audience of congressional staffers.

DESCRIPTION:This briefing was by David Goldman\, a columnist who joined PJ Media in August 2011 after nearly 10 years of essaying as the Pseudonymous “Spengler” at Asia Times Online and two years of editing and writing at First Things.  He’s also the author of How Civilizations Die: (And Why Islam Is Dying Too).  Mr. Goldman’s career has been split between the financial and cultural worlds\, and he has written extensively on cultural and religious matters.  This bifurcated career focus provides Mr. Goldman with a unique opportunity to examine both the practical and speculative aspects of life.  This particular seminar focused on the increasing problem of Egypt\, which is now controlled by the Muslim Brotherhood.  Since 1979\, America has given Egypt approximately 1.5 billion dollars a year in taxpayer funds.  Since the June election of President Mohammad Morsi\, a member of the Muslim Brotherhood \, we have seen an attack on the U.S. embassy\, a “bloodless coup” which replaced top Egyptian military commanders in the Supreme Council of the Armed Forces with Muslim Brotherhood members or sympathizers\, and an increase in smuggling operations into Gaza.  We have seen the suppression of the press by firing\, and in some cases arresting\, journalists not sympathetic to the Muslim Brotherhood\, and the movement of Egyptian troops into the Sinai without prior consultation with Israel\, which is in violation of the Camp David Treaty.  Additionally the Muslim Brotherhood leadership in Egypt now openly discusses whether the Camp David Accords should be cancelled altogether.  Most recently\, Morsi suspended judicial oversight for all of his decisions.\nThis event was extremely well attended\, with a large bipartisan audience of congressional staffers.

DESCRIPTION:This briefing featured Itamar Marcus of The Palestinian Media Watch. \nMr. Marcus gave a detailed briefing on the Palestinian Authority and Hamas’ inability and unwillingness to fulfill its Oslo Accord obligation to suppress all incitement against Jews and Israel and the West.  This seminar was relevant because of the recent decision by the Obama Administration to bypass the expressed will of the United States’ Congress by issuing a waiver to side-step the congressional hold placed on providing funds to the Palestinian Authority. Administration spokesman stated that the delivery of $192 million dollars in funds to the Palestinians were in the interest of American national security\, and claimed that\, “the PA had fulfilled its major obligations\, such as recognizing Israel’s right to exist\, renouncing violence and accepting the Road Map for Peace.”  Mr. Marcus’ presentation included new exclusive video of Palestinian incitement to violence which had been recently played on Palestinian television.\nThe event was well attended.

DESCRIPTION:Ambassador (ret.) Yoram Ettinger\, held two talks before a standing room only crowd. The first topic disputed erroneous assertions that the Israeli-Palestinian issue is the primary conflict in the Middle East\, and presented evidence that American support for Israel is not a primary factor in Islamic terrorism against the U.S. \nThe second topic\, entitled “Voodoo Demographics”\, Amb. Ettinger discussed how the Palestinians have successfully duped world demographers into grossly inflating the number of Palestinians living in Judea and Samaria. Ettinger utilized evidence from a new demographic study to demolish the false but common wisdom that Israel must surrender land if it is to maintain a majority Jewish population. \nThis event was extremely well attended.

SUMMARY:The Istanbul Process and the OIC's Continuing Efforts to Implement Restrictions to Prevent the "Defamation of Islam"
DESCRIPTION:EMET would like to thank the Adelson Family Foundation for making possible this event\, a part of the Dr. Miriam and Sheldon G. Adelson Policy Seminar Series. This panel discussion was moderated by Hon. Fred Grandy\, former Congressman from Iowa\, who currently works for the Center for Security Policy.  The panel itself featured Zuhdi Jasser\, of the American Islamic Forum for Democracy\, Ann Snyder of the Legal Project at the MEF\, Supna Zaidi of the Lawfare Project\, and Andrea Laffery\, the President of the Traditional Values Coalition.\nThe panel discussed continuing efforts by the Organization of Islamic Cooperation (OIC) to push international legislation through the United Nations to condemn and eventually criminalize free speech that is critical of Islam and Islamist terrorism.  The OIC has\, for over a decade\, introduced speech-restrictive resolutions at the UN. In the past\, these resolutions contained explicit language about “defamation of religions.” Last year\, the OIC introduced Resolution 16/18 without the term “defamation of religions” included in the resolution. Although dropping that term was little more than a cosmetic change leaving speech-targeting language behind and the OIC’s speech-restrictive agenda intact\, the Obama Administration has proven to be supportive of Resolution 16/18 and the Istanbul Process by which it is to be implemented.  In March of 2011\, Secretary Clinton praised the OIC efforts\, and encouraged the U.S. government to use “shaming” to suppress speech perceived as critical of Islam.  Most of the members of this EMET panel eventually concluded that the US was participating in a process intended to undermine the First Amendment.\nThe event was well attended.

DESCRIPTION:Author Efraim Karsh is one of the leading scholars of Middle East history\, and discussed his book “Palestine Betrayed” which demolishes some of the classic myths surrounding Israel’s founding\, including false claims that the Arabs were forced out by the Jews during the 1948 fighting\, and that the Arab were willing to compromise with the new state. \nThe Middle East is a region with a long memory\, and steeped in history\, and knowing that history is an important step towards a better Mideast Policy. \nMr. Karsh has published extensively on the Middle East\, strategic and military affairs\, and European neutrality.
