In 2004, Saudi Arabia convened a meeting of academics and officials to discuss the topic, “The Image of Saudi Arabia in the World.” Their goal was to develop a response to countries tolerating or encouraging hostile attitudes towards the Kingdom. What emerged was a multi-faceted plan that constitutes a sophisticated strategic influence operation. EMET Senior Research Fellow Kyle Shideler will map out the plan that the Saudis developed at the 2004 meeting and then show how it has been implemented in the U.S., and how the Saudis have used businesses, NGOs, former government officials, media, and education in the United States to shape attitudes and policies towards Saudi Arabia.
